The city is calling on the public to comment on the review of the District Development Model (DDM) One Plan which was recently approved by EXCO. The Municipality's One Plan was tabled and adopted at a Council meeting in June 2021 and subsequently endorsed by the Provincial Executive Committee in February 2022.

EThekwini Municipality was one of three municipalities chosen to pilot the DDM, which is an innovative and integrated approach to service delivery. The DDM represents a unified, all-of-government strategy aimed at improving the efficiency and effectiveness of service delivery to citizens.

However, the recent developments necessitate the review of the DDM One Plan, driven by amendments to the Intergovernmental Relations Framework Act of 2005, specifically Section 47(1)(b), and the promulgation of the DDM Regulations on 15 April 2024.

It must be noted that previous iterations of the DDM One Plan were developed in the absence of a formal regulatory framework, relying solely on DDM guidelines for direction.

The Department of Cooperative Governance requires all municipalities to review their plans by 21 March 2025. The public is invited to provide comment on the plan.
